MAJOR THIEF HEADS HAITIAN REFORESTATION PROJECT

Jean Lucien Ligonde, a senior adviser to the Ministry of Environment, is the guy who in 2005 stole millions from Haiti’s Notre Dame.

This fact was confirmed by two Archbishops.

When caught, he promised to repay the money at $150,000 per month, gave one cheque and fled to Boston where he hawked phony cancer cures to desperate gullible people.  A lot of people died with empty bank accounts.

Immediately after the earthquake, Ligonde, and his wife, using her maiden name to avoid association with her husband’s crimes flew into town looking for more cash and became involved with the downtown redevelopment scheme. The lady is an architect.

We thought he had gone down the toilet but he has appeared as coordinator of an ill-fated, guaranteed to fail attempt at aerial reforestation.

He will embarrass our President Martelly who really wants to attack the environmental disaster..

Within the last couple of days Ligonde, and an agronome, who knows absolutely nothing about the subject, hired an aircraft and dumped a couple of bags of seeds with absolutely no study, preparation, or planning.

There are some happy rats and birds out there, receiving mana from Heaven.

Some years ago, there was an extensive study, creating an aerial reforestation plan for Haiti. This involved specialists, in many fields, and had support of several major American agriculture schools. One of these universities offered two Masters positions, in their school, to create Haitian forestry experts. This university – Cal-Poly, San Luis Obispo, California, offered to coordinate the project.

The Government of Haiti has copies of this plan and it would seem that Ligonde – when he pirated the concept – didn’t read it fully, deciding that an aircraft, and a couple of bags of seeds was all he needed.

This reasoning is similar to that of a man who has a cement mixing truck and believes this is all he needs to build a skyscraper.

The aircraft is the final stage in an extensive, and complicated project. Without planning, the aircraft is meaningless.

As it is, seeds will be dumped, rats and birds will have a banquet and money will be stolen by Ligonde.

As I understand it, some $5,000,000 has been allotted to this project. That is enough to do a proper job. But this isn’t to be.

The really sad result of this charade will see any future attempt to launch a real aerial reforestation project, in Haiti, rejected with the comment: “We have tried that and it doesn’t work.”
